osmanlı devleti, balkan savaşı ile ilgili olarak son antlaşmayı da 13 mart 1914’de sırbistan ile yapmıştı. iki devletin ortak sınırı kalmadığından, bu antlaşmada daha çok sırbistan’da kalan türkler’in durumu konusuna yer verildi ve "batı trakya geçici türk hükümeti" kuruldu. ancak 3 ay sürebildi.
29 eylül 1913’de osmanlı devleti ile bulgaristan arasında yapılan istanbul antlaşması ile edirne dahil doğu trakya’nın osmanlı devleti’ne verilmesine karşılık batı trakya bulgarlara bırakılmıştı. batı trakya geçici türk hükümeti bu duruma karşı çıktı ve antlaşmayı tanımadığını ileri sürdü. aradan geçen sürü içinde geçici hükümet bütün bölgede teşkilatını kurdu ve 30000 kişilik bir de savunma gücü oluşturdu. bu gelişmeler üzerine bulgarlar, bölgede yığınak yapmaya başladı. bunun üzerine sadrazam sait halim paşa hükümeti, batı trakya geçici türk hükümeti üzerine baskı yaparak bölgenin boşaltılmasını sağladı. böylece ağustos 1913’ün ilk günlerinde, batı trakya’da büyük ümitlerle başlayan bu kurtuluş mücadelesi de üç ay sonra ekim sonlarında acı bir düşkırıklığı ile sona erdi. bölgede bir yoğunluk oluşturan türkler ve yüzyıllardır türk hakimiyeti altında kalan bu topraklar da makedonya gibi hudutlar dışında bırakıldı.
1912 ekiminde başlayan, sonradan romanya’nın da katılmasıyla bütün balkanları kapsayan büyük kavga, ağustos 1913’de yani 10 ay gibi kısa bir süre sonunda bitti. bu büyük kavga neticesinde mirastan en büyük payı yunanistan aldı.
osmanlı devletinin balkanlardaki 5 vilayeti, selanik, manastır, kosava, yanya ve işkodra’nın paylaşılması sonucunda;
yunanistan: 50. 000 km2, toprak ve 1. 600. 000 nüfus;
